During the 2020-2021 school year, Virginia restricted in-person learning more than most states. Despite guidance to the contrary, most Virginia districts did not open schools until the last spring of 2021. Some private schools were held hostage to some of the same regulations.

Dan Lips suggests that “Virginia should enact a range of policies to give parents greater power to direct their children’s education. For example, the commonwealth has a weak charter school law and few students have the chance to attend these public schools of choice.  Virginia has a small tax credit scholarship program, but only several thousand children benefit.”
